The Whatcom County SWIF project will address long-term flood risk reduction in the Nooksack River. The plan resulting from this process will direct management activities and ensure future funding for County and diking district flood control efforts. The process will address current structural deficiencies and long-term concerns related to habitat protection. Working with the Whatcom County Flood Control Zone District and the Army Corps of Engineers members of multiple resources agencies and the floodplain community will engage in the development of a System-Wide Improvement Framework Plan (SWIF) The SWIF is a collaborative process to implement system‐wide improvements to the levee system in a prioritized way.
SWIF Goals To develop a maintenance and improvement plan for Whatcom County levees that:
Is consistent with the ACOE’s PL84-99 program,
Provides for a net gain in fish habitat, and
Reduces risk of flood damage.
