Our HIP-trained personnel will help landowners plan for and complete voluntary projects that protect the lake, reduce phosphorus, and accentuate the unique character of their property.
The Homeowner Incentive Program (HIP) provides assistance to Lake Whatcom watershed residents to complete water quality . Many of these water quality improvement projects also make beautiful landscape improvements.
HIP was piloted under a Washington State Department of Ecology grant. City of Bellingham and Whatcom County staff worked to gather feedback from stakeholders on what worked well in the pilot program and what could be improved. This information was used to develop a new and improved HIP that was launched in spring 2017.
How HIP works
The process is easy! If you qualify, you'll get reimbursed!

If you do, you’ll be provided with a selection of HIP-eligible projects that could be possible on your property, based on variables such as proximity to the shoreline or the average lot size in your neighborhood. If you like what you see and want to learn more, you can schedule an on-site consultation or register for a workshop. Your site-specific property improvements page will guide you to the resources most appropriate for you, based on project possibilities. If you decide to move forward, the city connects you to qualified professionals who, working closely with program staff on your behalf, will make the design and construction process simple and pain-free. Once your project is complete, your invoices and receipts will be collected and a reimbursement check will be sent directly to you.
