In May of 2018, the Bellingham City Council passed Resolution 2018-06 to create the Climate Action Plan Task Force to develop recommendations to accelerate the city's 100% renewable energy targets. The City chose Kulshan Services to facilitate the process, lead the meetings, and consult with team members and city staff to accomplish the City Council's goal. The Task Force has met since July 2018 to address the 1) transportation, 2) building, and 3) energy generation challenges of accelerating the city's timeline. On December 9, 2019, the Task Force will deliver their recommendations on ways to achieve 100% renewable energy targets to the City Council.

Our team updated the City's Climate Action Plan with new emissions inventories to track progress, and new emissions forecasts and planning scenarios to meet climate goals for both the city government and the community as a whole. The City Council reviewed and approved the draft plan in December 2017.

Our team completed greenhouse gas (GHG) inventories to analyze energy use and behavior of the City of Bellingham to quantify the volume of greenhouse gases (CO2, CH4, N20, and others) emitted over a period of time. The inventory is being used as a baseline for emissions forecasting and climate action planning to meet the City's goals of significant emissions reductions.
